Isolated people, blackouts, structural damage, animals to be rescued. It is total chaos.

During a flood event, different skills are needed, coordinated in an effective and timely manner. Collaboration between:

For years there has been 'watertight compartmentalisation', with each organisation focusing only on its own area and often competing for media visibility. But emergencies are not resolved with flags: they require synergy, listening, mutual trust and above all a clear direction.
